Living in The Netherlands I was suprised that it's still happening in the surroundings of the mediterranian especially in malta. Out of the Europian Union I will suggest.
In The Netherlands there is a party fighting against this kind of prehistoric behaviour. "De partij voor de dieren" and it s getting more poplulair every year. They are also in the Dutch Parlement.
